100 MW Project to come up at Dholera Solar Park in Gujarat: EPC Tender Announced
Recently bids for developing a 100 MW (AC) solar power project at Dholera solar park (Phase IX) in Gujarat were invited by SJVN Limited which is a joint venture of the central government and the state government of Himachal Pradesh. The contract includes designing, engineering, supply, installation, testing, and commissioning of the project. Operation and maintenance activities for the next ten years are also an integral part of the contract. With this attractive announcement, the demand for residential plots for sale in Dholera is likely to increase.
A tender to enter into a power purchase agreement (PPA) with Gujarat Urja Vikas Nigam Limited (GUVNL) was reissued in March. The tender document suggests that SJVN intends to enter into PPA with GUVNL. Therefore, underbuilt own operate (BOO) basis, SJVN has invited bids from its own empanelled parties.
The duration of the contract will start from the date of issue of the letter of award. After that, the party will get 15 months for engineering, procurement, and construction (EPC). The commissioning period and the successful performance guarantee period of one month will be included in it.
Interested bidders will be required to submit an earnest money deposit (EMD) amount of ₹1.18 million (~$15,832). July 16, 2020 is the last date for the submission of bids. The pre-bid meeting was conducted on 8th July 2020. Financial criteria for the bidder too are determined. For the last three financial years, the bidder should have an average annual turnover of ₹3.8 billion (~$50.9 million). Another precondition is that the bidder should have maintained positive net worth during two of the last three financial years. If it is a joint venture, the criteria should be met by both the partners. In the last three years, their net worth should be positive for at least two years.
It has been anticipated that upon completion of 5 GW solar projects, Dholera solar park will be developed in an area covering 27,000 acres. Gujarat state government is expecting investment worth ₹250 billion (~$3.84 billion) in the proposed solar park. It is likely to generate more than 20,000 employment opportunities.
The tender was issued in January 2019. The upper tariff ceiling for the tender was initially set at ₹2.75 (~$0.039)/kWh. It was later raised to ₹2.92 (~$0.039)/kWh. The tender was ultimately unsubscribed by 700MW after four bid extensions. Till now total bids for 300 MW have been submitted. 80% of the capacity was auctioned by GUVNL. The bids submitted for that rounded it off to 250 MW. In May 2019, 250 MW of solar projects at Dholera Solar Park (Phase V) were auctioned by the state of Gujarat.
After reissuing 700 MW in March, GUVNL extended the deadline for its tender for 700 MW of solar projects in May. It is noteworthy that in the auction for 500 MW of grid-connected solar projects (Phase VIII), the list of successful bidders was announced by GUVNL. Vena Energy Clean Power Private Limited won a capacity of 40MW at the quoted price of ₹2.61 (~$0.035)/kWh. Juniper power limited at the tariff of ₹2.63 (~$0.036)/kWh won a capacity of 190 MW. Tata power submitted a bid for 200 MW out of which they were allotted capacity of 120 MW at the quoted price of ₹2.64 (~$0.037)/kWh following the bucket filling method.
